• Mexicohas set ambitious clean-energy and climate goals, aiming for 38% to 45%renewable electricity, depending on low and high scenarios and a 35% emissionsreduction by 2030, alongside carbon neutrality by 2050. These commitments arereinforced through the Programa de Desarrollo del Sistema Eléctrico Nacional - PRODESEN-srenewable expansion plans, the 40 GW clean-energy pledge and the more ambitiousNDC 3.0 unveiled at COP30, which introduces absolute and net emissions targetsfor mitigation for 2035 and strengthens adaptation across six priority areas,with an unconditional target of 364-404 million tons of carbon dioxideequivalent (MtCO2e) and a target conditional on external financing andtechnology transfer of 332-363 MtCO₂e.AchievingMexico-s clean energy targets will require a significant transformation of itselectricity mix. Mexico-s energy matrix remains largely fossil-based, withnatural gas and oil accounting for 41 percent and 43 percent of primary energyin 2023, and declining domestic production has made the country a net energyimporter since 2015—now relying on the United States for about 70 percent ofits natural gas supply. This dependence extends to the power sector, wherenatural gas generated 62 percent of electricity in 2024, compared to around 23.4percent from clean energy. Offshore wind represents a critical opportunity forMexico to achieve its clean energy and climate goals. With strong windresources in both the Gulf of Mexico and the Pacific Coast, offshore wind couldprovide large volumes of clean, stable electricity that can help offset thecountry-s heavy reliance on natural gas. Its large-scale generation potentialaligns with Mexico-s need to rapidly increase the share of renewables anddiversify the energy mix, particularly as demand continues to grow around 3 percent.
